Fairbanks PM 2.5 Curtailment

The passing of Prop 4 takes away the Fairbanks North Star Borough regulatory power of wood stoves and other wood burning home heating devices. These devices are under further regulations due to FNSB being declared by Environmental Protection Agency to be a serious non-attainment PM2.5 area. As of October 25, 2018 it will be ADEC responsibility of regulating/enforcing wood burning devices in FNSB. FNSB Stage 1 waivers will no longer be available through the state but will be honored for till May of 2019. NOASH (no other adequate source of heat) affidavit will be made available through the ADEC. If either stage 1 waivers or NOASH affidavit were issued by FNSB before or on 10/25/2018 will be honored by the state till their expiration date.  The state will develop and implement a compliance and enforcement plan curtailment program for wood stove/home heating devices that is in line with a serious non-attainment PM2.5 area and SIP.
